29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing hazards).  a) On October 18, 2023, and at times prior, employees were exposed to a fall of 10.3-feet above the ground while installing asphalt shingles on the roof of a commercial building.  NOTE: Abatement certification and documentation are required for this item.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access.  a) On October 18, 2023, employees were ascending and descending a portable ladder that extended approximately 1 foot past the roof line to access the roof of a commercial building to perform roofing activities.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels, was not protected from falling by guardrail systems, safety net systems, or a personal fall arrest system.  a) On October 18, 2023, and at times prior, employees were exposed to a fall of 10.3-feet above the ground while installing asphalt shingles on the roof of a commercial building.  Idaho Roofing Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1438268, citation number 2, item number 1 and was affirmed as a final order on 12/03/2019, with respect to a workplace located at 13769 Shephard Pie Pl. Eagle, ID 83714.  NOTE: Abatement certification and documentation are required for this item.
