29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: (a)RDO Equipment Co., at 2801 North Louise Avenue, Sioux Falls, SD 57107: On or about and at times prior to October 3, 2023, the employer did not ensure that machine specific procedural steps for shutting down, isolating, blocking and securing machines or equipment was utilized when maintenance activities were being conducted on the JRI parts washer to control hazardous energy. This condition exposed employees to stored energy sources. Abatement Note: The procedures shall include but are not limited to the following: (1) A specific statement of the intended use of the procedures; (2) Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy; (3) Specific procedural steps for the placement, removal and transfer of lockout devices or tagout devices and the responsibility for them; and (4) Specific requirements for testing a machine or equipment to determine and verify the effectiveness of lockout devices, tagout devices, and other energy control measures.

This condition exposed employees to the hazard of electrical shock and burns. (b)RDO Equipment Co., at 2801 North Louise Avenue, Sioux Falls, SD 57107: On or about and at times prior to October 23, 2023, the employer did not ensure that adequate clearance around electrical panel #2 in the new shop area of the facility, on the north wall in that the electrical panel was impeded by equipment and materials stored in front of the panel.
