29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used: a). On or about 01/04/24, at 73-50 Bell Blvd. Hollis, NY Employees were descending from a sidewalk shed by climbing the guard rail of the ramp to the basement and were in danger of falling approximately 11 ft. to the ground. An access ladder or equivalent safe devices were not provided.
