29 CFR 1910.106(e)(6)(ii):Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 �F (37.8 �C), were dispensed into containers without the nozzle and container being electrically interconnected. a.) Speer Carbon Company, LLC, located at 806 Theresia Street, St. Marys, PA 15857: On or about 01/10/2024, and times prior thereto: Employees periodically dispense flammable liquids, including but not limited to Methanol and Toluene, from 55-gallon metal drums into portable secondary containers used in the carbon treatment mixing process. The employer did not provide bonding equipment for the two containers to provide dissipation of static electricity while dispensing the flammable liquids. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical: a.) Speer Carbon Company, LLC, located at 806 Theresia Street, St. Marys, PA 15857: On or about 01/10/2024, and times prior thereto: Secondary containers of chemical mixtures including but not limited to the ZV1 and ZV3 labeled vats within the mixing/treatment room were not labeled, tagged, or marked with words, pictures, symbols, or a combination thereof, which provide at least general information regarding the hazards of the chemical mixtures. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
