29 CFR  1910.303(b)(2): Listed or labeled electrical equipment was not used or installed in accordance with instructions included in the listing or labeling:  a) On or about January 25, 2024, at the Federal Emergency Management Agency, Caribbean Field Office (FEMA-CAO), in training rooms #1 and 2, there were eighteen workstations, each one with a multi-outlet on top of each desk, not directly connected to a permanently installed branch circuit receptacle, but instead connected to relocatable power taps brand, unknown, forming a daisy chain exposing employees to electrical and fire hazards.    b) On or about January 25, 2024, at the Federal Emergency Management Agency, Caribbean Field Office (FEMA-CAO), training room #4, there were eight workstations, each one with a multi-outlet on top of each desk, not directly connected to a permanently installed branch circuit receptacle, but instead connected to relocatable power taps brand, unknown, forming a daisy chain exposing employees to electrical and fire hazards.  NOTE: Certification and documentation of abatement must be submitted for all instances of this citation item as required by CFR 1903.19(c) and (d), respectively.

29 CFR  1910.151(b): Adequate first aid supplies were not readily available.  a) On or about January 25, 2024, and times prior thereto, at the Federal Emergency Management Agency, Caribbean Field Office (FEMA-CAO) Break Room, employees performing administrative duties had access to a first aid kit that contained items past their expiration dates.   NOTE: Certification and documentation of abatement must be submitted for this citation item as required by CFR 1903.19(c) and (d), respectively.
