29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): (a) 918 Sunset Street, Scranton, PA: On or about March 1, 2024, employees performing roofing working on a residential structure who were exposed to a fall hazard of approximately nine (9) feet were not protected from falling. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED Eduardo "Carlos" Longinos Guzman was previously cited for a violation of this Occupational Safety and Health Administration standard, 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1565433, citation number 1, item number 2, and was affirmed as a final order on April 4, 2022, with respect to a workplace located at 526 Sanderson Avenue, Throop, PA.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allowed, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) 918 Sunset Street, Scranton, PA: On or about March 1, 2024, employees accessing a residential roof were exposed to a fall of approximately nine feet while using a Werner aluminum extension ladder that was installed such that the ladder side rails did not extend at least three (3) feet above the upper landing surface. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED Eduardo "Carlos" Longinos Guzman was previously cited for a violation of this Occupational Safety and Health Administration standard, 29 CFR 1926. 1053(b)(1), which was contained in OSHA inspection number 1565433, citation number 1, item number 3, and was affirmed as a final order on April 4, 2022, with respect to a workplace located at 526 Sanderson Avenue, Throop, PA.
