29 CFR 1926.1427(a)(1)(i):The employer must ensure that each operator is trained, certified/licensed, and evaluated in accordance with this section before operating any equipment covered under subpart CC, except for the equipment listed in paragraph (a)(2) of this section. (a) Worksite, New construction area: On or about March 13, 2024, an employee was operating an Altec AC38 boom crane from the inside of the truck to lift roof trusses onto the roof of the residential building. The outriggers on the load side of the crane were not fully extended causing the crane to tip over. The operator was not trained or certified to operate the crane.

29 CFR 1926.1431(c)(2):Equipment with outriggers or stabilizers must have them all extended and locked.
