29 CFR  1910.147(c)(1): The employer had not established a program consisting of energy control procedures, employee training, and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment had been isolated from the energy source and rendered inoperative.  On or about March 20, 2024, KUPFERER BROS. ORNAMENTAL IRON WORKS, INC. had not established an energy control program. The employer did not have an energy control procedure for a Python CNC machine. The Python CNC machine was not locked out when employees bypassed a guard to change the pneumatic lines when there was a blockage of air. The lockout locks were not uniform nor personally identifiable. Furthermore, the employer did not adequately train the employees in the purpose and use of the energy control procedure, nor did they have certification of employee training. Additionally, the employer did not conduct periodic inspections of the energy control procedures at least annually.
