29 CFR  1926.1053(b)(6):Unsecured ladder(s) were used on surfaces that were not stable and level:  At a worksite located at 1502 SW Arbor Park Drive, Lee's Summit, MO, employees were exposed to fall hazards.  The employer exposed the employees to these hazards by allowing them to use an unsecured ladder on a surface that was not stable and level to access the upper level of the structures roof from the lower level of the structures roof.

29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   At a worksite located at 1502 SW Arbor Park Drive, Lee's Summit, MO, employees were exposed to fall hazards.  The employer exposed the employees to these hazards by allowing them to perform gutter installation activities at heights greater than 6 feet without the use of fall protection or mitigation measures.  Instances of this exposure include, but are not limited to:  Instance 1:  Employees were allowed to perform gutter installation activities on the higher level of the structures roof, at heights greater than 20 feet, without appropriate fall protection.  Instance 2:  Employees were allowed to perform gutter installation activities on the lower level of the structures roof, at heights greater than 11 feet, without appropriate fall protection.  Complete Home Concepts was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1704540, citation number 1, item number 1 and was affirmed as a final order on 1/4/2024, with respect to a workplace located at 13724 Quigley Street, Overland Park, Kansas.   Complete Home Concepts was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1677773, citation number 2, item number 1 and was affirmed as a final order on 10/17/2023, with respect to a workplace located at 4109 158th street, Overland Park, Kansas.   Complete Home Concepts was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1426711, citation number 1, item number 1 and was affirmed as a final order on 12/4/2019, with respect to a workplace located at 15760 Chadwick Street, Overland Park, Kansas.

29 CFR  1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  At a worksite located at 1502 SW Arbor Park Drive, Lee's Summit, MO, employees were exposed to fall hazards.  The employer exposed the employees to these hazards by allowing them to utilize a ladder to gain access to the lower level of the structures roof from the ground level while the side rails of the ladder did not extend at least 3 feet above the level for which it was being used to gain access.  Complete Home Concepts was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1677773, citation number 1, item number 1 and was affirmed as a final order on 10/17/2023, with respect to a workplace located at 4109 158th Street, Overland Park, Kansas.
