On or about March 28, 2024, and at times prior thereto, employees engaged in framing activities were exposed to falls of approximately nineteen (19') feet or more while working on the top plate of a two-story residential home under construction without fall protection or fall protection measures.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards. On or about March 28, 2024, and at times prior thereto, at the construction site, employees engaged in residential construction activities were not provided a training program to understand, recognize and eliminate fall hazards where employees were exposed to unprotected falls at approximately 19 feet to the ground below.
