29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met, and had not developed or implemented a written hazard communication program that included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii):  a) Antrim Machine Company dba Castle Machine Company, 5865 Bullitt Road, Greencastle, PA 17225 - On or about April 25, 2024, employees were using chemicals including, but not limited to, water-based coolants, lubricants, and oils, and the employer did not have a written hazard communication program.  No abatement certification or documentation required.

29 CFR 1910.1200(f)(6)(ii):  Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:  a) Antrim Machine Company dba Castle Machine Company, 5865 Bullitt Road, Greencastle, PA 17225, on top of Bridgeport machine (480 Volts, Diagram Number 1944063) - On or about April 25, 2024, a plastic Gatorade bottle contained oil lube and was not labelled with its contents or hazard information.  b) Antrim Machine Company dba Castle Machine Company, 5865 Bullitt Road, Greencastle, PA 17225, near Kaeser Aircenter SM 15 Sigma machine - On or about April 25, 2024, a translucent, one gallon plastic container contained a blue liquid, and was not labelled with its contents or hazard information.  c)  Antrim Machine Company dba Castle Machine Company, 5865 Bullitt Road, Greencastle, PA 17225, near SHARP machine - On or about April 25, 2024, a translucent, plastic spray bottle contained a green liquid, and was not labelled with its contents or hazard information.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.1200(g)(8):  The employer did not maintain in the workplace copies of the required safety data sheets for each hazardous chemical, and did not ensure that they were readily accessible during each work shift to employees when they were in their work area(s):  a) Antrim Machine Company dba Castle Machine Company, 5865 Bullitt Road, Greencastle, PA 17225 - On or about April 25, 2024, employees were utilizing chemicals including, but not limited to, water-based coolants and oils, and the employer did not maintain safety data sheets for these chemicals in the workplace.  No abatement certification or documentation required.

29 CFR  1910.95(d)(1): When information indicated that any employee's exposure equaled or exceed the 8-hour time-weighted average of 85 decibels, the employer did not develop and implement a monitoring program:  a) Antrim Machine Company dba Castle Machine Company, 5865 Bullitt Road, Greencastle, PA 17225 - On or about April 25, 2024, the employer did not conduct a noise assessment at the workplace to determine if employees were exposed at or above the 8-hour time-weighted average of 85 decibels during the work shifts.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
