Employers shall select and require employees to use appropriate hand protection when employees' hands are exposed to hazards such as those from skin absorption of harmful substances; severe cuts or lacerations; severe abrasions; punctures; chemical burns; thermal burns; and harmful temperature extremes. On or about May 31, 2024, employees in the CRT and Frit Line were exposed to laceration hazards while sorting and picking contaminants from the CRT glass. The employer failed to select and require employees to use appropriate hand protection when employees' hands are exposed to hazards such as severe cuts or lacerations. Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR 1910.1025(c)(1): The employer shall assure that no employee is exposed to lead at concentrations greater than fifty micrograms per cubic meter of air (50 ug/m(3)) averaged over an 8-hour period. On or about July 17, 2024, an employee working in the CRT portion of the CRT/FRIT line was exposed to an 8-hour time weighted average (TWA) of 79.6 ?g/m3 for lead, approximately 1.6 times the permissible exposure limit (PEL) of 50 ?g/m3. The exposure level was calculated for the 360-minute sampling period, with a zero exposure increment for the unsampled period of 120 minutes. Abatement documentation is required in accordance with the requirements of 29 CFR 1903.9(d).

29 CFR 1910.1025(e)(1)(i): Where any employee is exposed to lead above the permissible exposure limit for more than 30 days per year, the employer shall implement engineering and work practice controls (including administrative controls) to reduce and maintain employee exposure to lead in accordance with the implementation schedule in Table I below, except to the extent that the employer can demonstrate that such controls are not feasible. Wherever the engineering and work practice controls which can be instituted are not sufficient to reduce employee exposure to or below the permissible exposure limit, the employer shall nonetheless use them to reduce exposures to the lowest feasible level and shall supplement them by the use of respiratory protection which complies with the requirements of paragraph (f) of this section. On or about July 17, 2024, an employee working in the CRT portion of the CRT/FRIT line was exposed to an 8-hour time weighted average (TWA) of 79.6 ?g/m3 for lead, approximately 1.6 times the permissible exposure limit (PEL) of 50 ?g/m3.
