29 CFR 1910.23(c)(4):The employer must ensure ladders are used only on stable and level surfaces unless they are secured or stabilized to prevent accidental displacement. On or about July 30, 2024, on roof of school building, the employer did not ensure ladders used were stabilized from displacement as employees use ladder on roof surface to conduct HVAC maintenance.
