29 CFR 1910.1200(e)(1): Employer did not develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met: On or about August 26, 2024, in the office, the employer failed to develop a written hazard communication program to describe how the program would be implemented to include proper training, labelling, and the administration of safety data sheets, to address the hazards of the chemicals in use, including but not limited to, a alcohol based sanitizer, believed to be "Spokanitizer".

Except as provided in paragraphs (f)(7) and (f)(8) of this section, the employer did not ensure that each container of hazardous chemicals in the workplace is labeled, tagged or marked: On or about August 26, 2024, Employees working In the office, performing office activities and basic cleaning, were exposed to chemical hazards in that a container in the workplace was not label, tagged, or marked. In the workplace there was a spray bottle containing a clear liquid that had a distinct chemical aroma, that was not labelled as to its contents.

29 CFR 1910.1200(g)(8):The employer did not maintain in the workplace copies of the required safety data sheets for each hazardous chemical, and shall ensure that they are readily accessible during each work shift to employees when they are in their work area(s). On or about August 26, 2024, In the office, employees performing office activities and basic cleaning, were exposed to chemicals including but not limited to, "Spokanitizer" sanitation solution, with a label that stated it contained 80% alcohol, a skin irritant. Employees were exposed to these hazards because the employer did not make safety data sheets for each hazardous chemical readily accessible during each work shift.
