29 CFR 1926.501(b)(11):"Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. a. Located at Lot 16 Overlook Road, Dublin, OH 43016: On or about September 11, 2024, employees walking and working without fall protection on the under-construction roof of a pavilion enclosure were exposed to fall hazards of approximately 11 feet. Manuel Morquecho was previously cited for a violation of its equivalent Occupational Safety and Health standard 29 CFR 1926.501(b)(13) , which was contained in OSHA inspection number 1506127, citation number 1, item number 2 and was affirmed as a final order on February 19, 2021, with respect to a workplace located at 7903 Genova Court, Westerville, OH 43082.

29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access; or, when such an extension is not possible because of the ladder's length, then the ladder shall be secured at its top to a rigid support that will not deflect, and a grasping device, such as a grabrail, shall be provided to assist employees in mounting and dismounting the ladder. In no case shall the extension be such that ladder deflection under a load would, by itself, cause the ladder to slip off its support. a. Located at Lot 16 Overlook Road, Dublin, OH 43016: On or about September 11, 2024, a crew of four employees accessed and egressed the under-construction roof of a picnic pavilion enclosure using two extension ladders whose siderails did not extend 3 feet beyond the upper landing surface of the roof, which exposed them to fall hazards. Manuel Morquecho was previously cited for a violation of this Occupational Safety and Health standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1506127, citation number 1, item number 3a and was affirmed as a final order on February 19, 2021, with respect to a workplace located at 7903 Genova Court, Westerville, OH 43082.
