29 CFR  1926.501(b)(13):"Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.  a) Located at Lot 5, Coach Trail, Grove City, OH 43123: On or about November 5, 2024, the employer did not ensure that employees installing sheathing were protected from falling by a fall protection system. As a result, employees were exposed to a fall hazard of greater than 18 feet.  b) Located at Lot 5, Coach Trail, Grove City, OH 43123: On or about November 5, 2024, the employer did not ensure that employees framing the interior of the home were protected by an adequate guardrail system in that the rail in the window was approximately 58 inches high. As a result employees were exposed to a fall hazard of greater than 11 feet.  Paramo Framing LLC was previously cited for a violation of this Occupational Safety and Health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1690216, citation number 1, item number 3a and was affirmed as a final order on 10/16/2023, with respect to a workplace located at 8403 Cherry Blossom Drive Pickerington, OH 43147.

29 CFR  1926.503(a)(1):The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.  a) Located at Lot 5 Coach Trail Grove City, OH 43123: On or about November 5, 2024, the employer failed to ensure that each employee exposed to a fall hazard was trained on the hazards of falling and the procedures to minimize the hazards in the work area. As a result, employees were exposed to fall hazards greater than 11 feet while performing residential construction.

29 CFR  1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.  a) Located at Lot 5, Coach Trail, Grove City, OH 43123: On or about November 5, 2024, the employer did not conduct frequent and regular inspections of the job site. As a result, employees were exposed to fall hazards greater than 18 feet.  Paramo Framing LLC was previously cited for a violation of its equivalent Occupational Safety and Health standard 29 CFR 1926.20(b)(1), which was contained in OSHA inspection number 1593453, citation number 1, item number 1 and was affirmed as a final order on 4/21/2023, with respect to a workplace located at 292 Corday Blvd Pickerington, OH 43147.
