29 CFR 1926.1053(b)(1): Portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access:   On or about December 04, 2024, on the northeast side of the residential construction, employees utilized a portable ladder without proper extension above the upper lander surface while performing framing activities.

29 CFR  1926.1053(b)(16): Portable ladders with structural defects, such as, but not limited to, broken or missing rungs, cleats, or steps, broken or split rails, corroded components, or other faulty or defective components, were not either immediately marked in a manner that readily identifies them as defective, or tagged with "Do Not Use" or similar language, and were not withdrawn from service until repaired.  On or about December 04, 2024, on the northeast side of the residential construction, employees utilized a portable ladder with structural defects while performing framing activities.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  On or about December 04, 2024, on the northeast side of the residential construction, employees were working at heights greater than 6 feet without any form of fall protection while performing framing activities.  Miguel Contreras was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1744662, citation number 1 , item number 2 and was affirmed as a final order on 07/01/2024, with respect to a workplace located at 13905 Lorenz Ave El Paso, TX, 79928.  Miguel Contreras was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1746533, citation number 1, item number 1 and was affirmed as a final order on 08/23/2024, with respect to a workplace located at 12929 Powick El Paso, TX 79928.
