29 CFR 1926.21(b)(2):The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his work environment to control or eliminate any hazard(s) or other exposure to illness or injury. a) At Roof: On or about December 19, 2023, and at times prior, the employer exposed employees engaged in roofing activities on a 6/12 pitch roof to fall hazards of approximately 30-feet to the lower ground, in that hazardous conditions were determined to be present but were not effectively communicated to employees in order to avoid and/or eliminate the unsafe working conditions before beginning any work.
