29 CFR 1910.107(c)(9)(i): All metal parts of spray booths, exhaust ducts, and piping systems conveying flammable liquids or liquids with a flashpoint greater than 199.4 °F (93 °C) or aerated solids were not properly electrically grounded in an effective and permanent manner.  On or about January 29, 2025 and at times prior, in the western part of the building, employes were spraying powder coating in the large spray paint booth and the spray paint booth was not properly grounded.

On or about January 29, 2025 and at times prior, on the west side of the building next to the opening of the first spray booth, portable fire extinguishers were not provided where employees were performing spraying operations.  b.) On or about January 29, 2025 and at times prior, at spray booth #2 located on the eastside of the building next to the carousel paint booth, portable fire extinguishers were not provided where employees were performing spraying operations.

29 CFR  1910.107(c)(3): Space-heating appliances, steampipes, or hot surfaces were located in a spraying area where deposits of combustible residues readily accumulated.  a.) On or about January 29, 2025 and at times prior, on the East Wall of the spray shop near the carrousel spray booth(s), employees worked in the area where powder coating residue was allowed to accumulate on the motor of the ventilation fan.  b.) On or about January 29, 2025, and at times prior, at the West side of the building in the area surrounding the spray booth(s), employees used the oven, and worked in the oven area, where powder coating spray residue was allowed to accumulate on the ovens.

On or about January 29, 2025, and at times prior, at the East side of the building in the areas surrounding the spray booth(s), employees were working in areas where powder coating spray residue was allowed to accumulate on vertical and horizontal surfaces such as, but not limited to the building walls, floore, and ceiling, spray booth walls and ceiling, exhaust equipment, electrical boxes, tools, grinder, and oven walls.
