29 CFR  1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section:  a) 20 East 6th Street Waynesboro, PA - On or about February 13, 2025, the employer did not develop lockout/tagout procedures that clearly and specifically outline techniques to secure and/or block potential energy sources that could be encountered, exposing employees caught between or electrical hazards due to the unexpected energization or startup of machines and equipment or the release of stored energy during servicing and maintenance.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.

The employer did not conduct authorized employee training for employees who preform tasks that require an understanding of the methods and measures to be taken when conducting covered activities.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.

29 CFR  1910.305(g)(1)(iv)(B): Flexible cords and cables may not be used where run through holes in walls, ceilings or floors:   a) 20 East 6th Street Waynesboro, PA - On or about February 13, 2025, employees working in the manufacturing shop were exposed to electrical hazards in that a flexible electrical cord ran through the wall of the second floor storage room to the first floor of the manufacturing shop powering an electric space heater.  Corrected during the inspection, no abatement certification or documentation required.
