Employees were performing framing activities on the forth story of a residential building approximately 40 feet above ground level without the use of a fall protection system.  b) Jobsite located at or near 743-747 North Capitol Street, Philadelphia, PA - On or about April 21, 2025, the employer did not ensure employees engaged in residential construction activities 6 feet or more above lower levels were protected by guardrail systems, safety net system, or personal fall arrest system. An employee utilized a stairway that contained an unprotected side to access the interior of the second floor, and was thereby exposed to fall hazards of approximately 20 feet to the next ground level.
