29 CFR  1910.119(d)(3)(i)(D): The employer did not include, in the process safety information compilation, the relief system design and the design basis.   (a)  In the production area, on or about August 20, 2025 and at times prior to, the employer exposed employees to fire and explosion hazards in that process safety information (PSI) for pressure relief devices (PRD) was not maintained or available for PRDs in use on the production unit.

29 CFR 1910.119(j)(2): The employer failed to develop and/or implement mechanical integrity inspection and test procedures.    (a) The employer failed to develop an effective written mechanical integrity (MI) procedure for pressurized piping inspections when pressurized piping was inspected using procedures that did not establish a set of specific actions and strategies detailing the scope, extent, methods and timing of specific inspection activities in order to determine the condition of pressurized piping based on defined/expected damage. Actions and strategies that were not addressed in the inadequate procedure include but are not limited to the following:     1) define the type(s) of inspection needed, (e.g. internal, external, on-stream, nonintrusive);  2) identify the next inspection date for each inspection type;  3) describe the inspection methods and NDE techniques;  4) describe the extent and locations of inspection and NDE at CMLs;  5) describe the surface cleaning requirements needed for inspection and examinations for each type of inspection;  6) describe the requirements of any needed pressure test (e.g. type of test, test pressure, test temperature, and duration);  7) describe any required repairs if known or previously planned before the upcoming inspection.  8) describe the types of damage anticipated or experienced in the piping systems;  9) define the location of the expected damage;  10) define any special access and preparation needed.    Pressurized piping inspected using inadequate written procedures include at least the alpha-pinene piping. This condition exposed employees to the hazard of explosion/fire. This violation was observed at DRT America LLC on or about August 20, 2025, located at 400 Governor Treutlen Drive, Rincon, Georgia.

(a)  In the production area,  on or about August 20, 2025 and at time prior to, the employer exposed employees to fire and explosion hazards in that piping systems containing crude sulfate turpentine and alpha-pinene were not inspected or tested for integrity.
