29 CFR 1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): (a) 288 Country Road, York PA, House Roof, - Employees performed residential roofing activities on a one-story residential roof, between 8 feet and 15 feet above grade on a 6/12 roof pitch, without utilizing any means of fall protection, on or about May 8, 2025. (b) 288 Country Road, York PA, Garage Roof, - Employees performed residential roofing activities on a one-story residential roof, between 6 feet and 15 feet above grade on a 6/12 roof pitch, without utilizing any means of fall protection, on or about May 8, 2025. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.

29 CFR 1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: a) 288 Country Road, York PA, - Employees performed residential roofing activities without fall protection. Employees were not adequately trained in fall protection methods to avoid hazards associated with elevated work areas, on or about May 8, 2025. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
