29 CFR  1926.1053(b)(13): The top or top step of a stepladder was used as a step:   On or about May 8, 2025, three employees were engaged in residential framing activities, located at 10410 S 166th Circle, Omaha, NE 68046, were exposed to fall hazards in that the employees were using the top two steps of the  8-foot "A-frame" ladder to access the floor joists.  The joists were approximately 9 feet 11 inches above the lower walking/working surface requiring the employee to step up an additional 1 foot 11 inches, exposing them to increased potential fall risk.
