Employees were observed working from top level of the scaffold, 24 feet above grade where no access was provided other than the side frames of the scaffold.

29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section:  a)  482 Jacksonville Road, Hatboro, PA - On or about June 2, 2025, employees are working on a scaffold, approximately 24 feet above grade, without fall protection in place to include guardrail system or personal fall arrest system. Employees were not protected from falling and are exposed to a fall hazard of 24 feet to the ground.
