29 CFR  1910.332(b)(1): Employees were not trained in and familiar with the safety-related work practices required by 1910.331 through 1910.335 that pertained to their respective job assignments.  Navy Base San Diego, building 12 gym exterior: On October 4th, 2025 during off duty hours a supervisor and electrician were called to an electrical emergency where an underground cable was arching and sparking. The employer did not ensure the employees were provided with training to have working knowledge of electrical work and/or safety requirements for electricians. This condition caused second degree electrical burns to an employee's right hand.

29 CFR  1910.333(c)(2): The employer did not ensure that only qualified persons were working on energized circuits and that qualified persons were familiar with the proper use of special precautionary techniques, personal protective equipment, insulating and shielding materials, and insulated tools  Navy Base San Diego, building 12 gym exterior: On October 4th, 2025 during off duty hours a supervisor and electrician were called to an electrical emergency where a underground cable was arching/sparking. The employer did not ensure employees were qualified to work on electrical live circuits and/or take corrective actions to correct deficiencies when discovered and to stop work when employees were permitted to utilize or work near live exposed electrical equipment exposing them to electrical hazards. This condition caused second degree electrical burns to an employee's right hand.

29 CFR 1910.335(a)(1)(i): Employees were not wearing protective equipment that is appropriate for the specific parts of the body to be protected and for the work to be performed when working in an area where there was a potential electrical hazard.   Navy Base San Diego , building 12 gym exterior: On October 4th, 2025 during off duty hours a supervisor and electrician were called to an electrical emergency where an underground cable was arching/sparking. The employer did not ensure the electrician was wearing personal protective equipment meeting the requirements in 29 CFR 1910.137 to protect them from electrical hazards. This condition caused second degree electrical burns to an employee's right hand.
