General-duty citation text
OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to workers that were exposed to hazards of being struck-by moving industrial vehicles. On or about November 25, 2025, in the Central Receiving Office (CRO) industrial vehicle yard, workers were exposed to struck-by hazards while walking in areas where there is heavy industrial vehicle traffic from yard trucks, over-the-road semi-trucks, and other vehicles in the combined parking lot and loading dock area. The loading dock consists of an inner ninety-degree corner of the building with perpendicular dock lanes, a large parking lot immediately adjacent creating narrow traffic lanes, and blinding vehicle lights at night. Workers traverse the area that is busy with vehicles traveling in the same unsegregated space, during low-light conditions, and wearing casual, personal clothing that blends in with surroundings without distinction or reflection.
