29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Lot 24: On or about March 3, 2026, the employer exposed employees to fall hazards of approximately 10 feet to the lower level, in that the job made wood ladder provided did not have side rails extending at least 3 feet above the landing surface and was not secured to ensure safe access.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501(b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502: a) Lots 20 and 24, Deck: On or about March 3, 2026, the employer exposed employees to fall hazards of approximately 13 feet from the lower ground level, in that a fall protection system was not provided to employees engaged in framing activities. b) Lot 24, Deck: On or about March 3, 2026, and at times prior, the employer exposed employees to fall hazards of approximately 21 feet from the lower ground level, in that a fall protection system was not provided to employees engaged in framing activities. Total Framing, Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(1), which was contained in OSHA inspection number 1643197, citation number 1, item number 1, and was affirmed as a final order on 03/28/2023, with respect to a workplace located at 2925 Buford Drive, Bld. 200 Buford, Georgia.
