General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) In that appropriate personal protective equipment was not worn by employees in all operations where there was exposure to a hazardous condition. On 8/15/89 at the north rail on the Conemaugh I, the bridge was removed and reinstalled, without the benefit of fall protection. One feasible means of abatement would be safety belts attached to a lifeline, secured to the structure.
