A crew was removing a valve cap from an 8-inch ductile water line to make a T-line connection. The crew used the shut off valve at the curb box to shut the water off at approximately 7:30 AM. The injured employee was removing the bolts that connect to the joint restraint when the valve cap came off due to pressure build up in the pipe line and it struck the employee's lower right leg and fractured it.
