Employee was collecting stormwater samples for quarterly storm water report.

Employee was collecting SWPPP samples and was pulling a filter out of a drain. While pulling the filter out of the drain the handle on the filter bag snapped causing employee to fall backwards landing on his back before his head striking the ground. The handle snapped due to the bag being full with debris and stormwater requiring extra lifting force in order to get it out. The were no rocks or debris on the ground that contributed to his fall.
