Placing a belt lacer onto a scissor lift.

On [REDACTED] 25 EE was loading the belt lacer into the scissor lift when he felt a pop in his shoulder. He said he felt some pain but was able to work. On 4 2 25 EE went to actuate an air valve. When he reached for it he felt the popping sensation again. This time it was accompanied with severe pain. He described it as 7 out of 10. He is unable to lift his arm more than 45 degrees in any range. He also experiences pain if the arm is manually moved by another person.
