After a controlled stop to mimic the process from the [REDACTED] plant the line began the startup process. The packer was assisting the operator in the startup. The packer was watching the startup sheet come out of the haul off look for the sheet to come out and make sure there was not an accumulation of sheet in front of the haul off. Once sheet came out of the haul off the EE stepped backward.
