Conversing with other TM 's lifted interlocked guard to stop wire stripping.

While operating [REDACTED] rework stripper TM identified the cutter making contact with the wire and attempted to stop line by lifting the interlocked guard. The TM became distracted by conversation and while turning to face other TM 's in the area allowed his left hand to make contact with blade. Blade was no longer under power however rotation had not completely stopped due to inertia.
