a)  On or about December 10, 1991, at approximately 2:00 PM, at
the east side of Bay 3, an employee was permitted to weld on a steel
girder, sixty-three feet long, weighing approximately 9 tons,
without the steet girder being properly secured to prevent it
from overturning on employee.  Among other methods one feasible
and acceptable abatement method to correct this hazard is to utilize
clamps or braces on steel girders to insure girders will not
overturn.
