Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to potential crushing injuries while working under the
suspended roof assemblies:
(a)Shell Roof Area - Employee(s) were working under a roof assembly
measuring
approximately sixteen (16) feet by eighty (80) feet that was suspended
above the
floor by three hoists connected to a spreader bar lifting device.  The
spreader bar
was not marked with the load rating or proof tested and certified.  The
employer
did not have engineering documentation to demonstrate that the device was
adequately designed.   Jack stands in conjunction with a wood frame served
as
secondary supports under the suspended roof assembly.  The components of
the
secondary support were not specifically engineered for this application,
on or
about August 2, 2002.
ABATEMENT NOTE:
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to build the roof systems directly on the housing unit, or to have an
engineering study performed
on the spreader bar, jack stands and wooden frame assembly to ensure this
design can adequately
support the load.  The nameplate for the spreader bar should have the
manufacturer's name and
address, the serial number, the lifter weight, and the rated load.
