Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
Inspections, with signed reports, were not being performed on the overhead
conveyor track, chains, rollers, and hooks used to transport 200-400 lb.
hogs to
various departments throughout the plant.  Employees are exposed to the
hazard
of being struck by the hog(s) if the support structure inadvertently
failed and/or
if the hoisting components, i.e., chains, rollers, hooks, etc. were
damaged and
were therefore unable to hold the hog(s).
Among other methods, feasible and acceptable abatement methods to correct
this
hazard is as follows:
1.Establish a preventive maintenance program for the overhead conveyor
track, chains, rollers, and hooks which includes hazard identification and
tracking hazard to completion.
2.Conduct frequent inspections of the overhead conveyor track, chains,
rollers, and hooks and maintain signed reports of the inspections, i.e.,
date of inspection, signature of person who performed the inspection, and
any unsafe condition(s) disclosed by the inspection.
3.Periodically review the signed inspection reports to determine if unsafe
conditions observed are repetitive and if so, implement measures to
alleviate the unsafe conditions.
4.Immediately replace, remove, and/or repair any distorted parts such as
but
not limited to rollers showing excessive wear, bent hooks, and cracks in
any of the hoisting components.
5.Do not overload hooks beyond manufacturer's recommendations.
