Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish
employmnent and a place of employment which were free from recognized
hazards that were causing or likely
to cause death or serious physical harm to employees in that employees
were exposed to the collapse of roof
trusses:
(a)  On or about February 14, 2008, 4600 Springview Drive, Erie, PA,
Building #3;
employees were exposed to the collapse of the fifty-three foot long
erected roof trusses due to
the following deficiencies:
(1)  The only lateral bracing on the erected trusses was the metal
"strongties" run across the
middle of the trusses.  There was no lateral bracing along the top or
bottom of the top chord
of the trusses.
(2)  The diagonal bracing was inadequate in that they were installed on
the top chord of the
trusses running from an area near the top of the truss and run diagonally
almost to the end of
the truss (west to east).
(3)  The exterior/interior end bracing was not installed on any trusses on
the
building.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO ABATE THIS
HAZARD IS TO FOLLOW THE RECOMMENDATIONS PROVIDED BY THE HIB-91 PAMPHLET
THAT HAS BEEN INCORPORATED INTO THE BUILDING COMPONENT SAFETY INFORMATION
PUBLICATION BSCI 1-03, "GUIDE TO GOOD PRACTICES FOR HANDLING, INSTALLING &
BRACING OF METAL PLATE CONNECTED WOOD TRUSSES".  FOR GROUND BASE - EXTERIOR
BRACING, REFERENCE SECTION B-1, PAGE 10.  FOR GROUND BASE - INTERIOR
BRACING,
REFERENCE SECTION B-1, PAGE 11.  FOR TEMPORARY TRUSS BRACING, LATERAL AND
