Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to health hazards resulting from the sudden release of hazardous substances within the reactor room from emergency vents on pre emulsion tanks and reactor vessels : a) REACTOR ROOM: EMERGENCY VENTS INSTALLED ON THE PRE EMULSION TANKS AND REACTOR VESSELS WERE VENTED DIRECTLY INTO THE REACTOR ROOM, PLACING EMPLOYEES AT RISK OF EXPOSURE TO ACRYLONITRILE, ETHYL ACRYLATE, AS WELL AS OTHER SUBSTANCES USED IN THE MANUFACTURE OF ACRYLIC POLYMERS IN THE EVENT THAT CONDITIONS WITHIN THE VESSELS LEAD TO THE VENTS RUPTURE DISK OPENING, ALLOWING THE RAPID RELEASE OF THE HAZARDOUS LIQUIDS, GASES AND VAPORS TO THE IMMEDIATE WORK AREA . AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD WOULD BE TO VENT THE PRE EMULSION TANKS AND REACTOR VESSELS TO A SAFE LOCATION, SUCH AS A CAPTURE TANK OR SCRUBBER SYSTEM WHICH HAS BEEN DESIGNED TO HANDLING SUCH AN EVENT.
