Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees.
Employer did not maintain any inspection records for the cranes.
Among other methods, one feasible and acceptable abatement to correct this
hazard is to perform inspections in accordance with provisions stipulated
in
ASME B30.11-1998.  Essential elements should include, but are not limited
to,
the following:
1.  Frequent inspections which include a visual examination by the
operator or
other designated personnel on the following schedule:
a) Under normal service - monthly exam
b) under heavy service - weekly to monthly
c) Under severe service - daily to weekly
2.  Periodic inspections which include visual inspection by an appointed
person
making records of apparent external conditions to provide the basis for a
continuing evaluation, on the following schedule:
a) Under normal service, equipment in place, annually.
b) Under heavy service, as in (a), normal service, unless external
conditions indicate that disassembly should be done to permit detailed
inspection, semiannually.
c) severe service - as in (b) heavy service, quarterly.
3.  Dated inspection reports of critical items shall be maintained and
available to
appointed personnel.
