Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees.
Employer did not maintain any inspection records for the cranes.
Among other methods, one feasible and acceptable abatement to correct this
hazard is to perform inspections in accordance with provisions stipulated
in
ASME B30.11-1998.  Essential elements should include, but are not limited
to,
the following:
1.  Frequent inspections which include a visual examination by the
operator or
other designated personnel on the following schedule:
a) Under normal service - monthly exam
b) under heavy service - weekly to monthly
c) Under severe service - daily to weekly
2.  Periodic inspections which include visual inspection by an appointed
person
making records of apparent external conditions to provide the basis for a
continuing evaluation, on the following schedule:
a) Under normal service, equipment in place, annually.
b) Under heavy service, as in (a), normal service, unless external
conditions indicatethat disassembly should be done to permit detailed
inspection, semiannually.
c) severe service - as in (b) heavy service, quarterly.
3.  The frequent inspections shall include at least the following items:
a) hoist inspection
b) upper limit device on the hoist shall be checked without a load at the
beginning of each work shift.
c) operating mechanisms for proper operation, proper adjustment and
unusual sounds
d) tanks, valves, pumps, lines, and other parts of air or hydraulic systems
for leakage4.The periodic inspections shall include at least the following
items:
a) hoist inspection
b) deformed, cracked, or corroded members
c) loose bolts, nuts, or rivets,
d) cracked or worn sheaves and drums
e) worn, cracked, or distorted parts such as pins, bearings, wheels,
shafts,
gears, rollers, locking and clamping devices, bumpers, switch baffles,
interlock bolts, and end stops
f) excessive wear of brake system parts
g) excessive wear of chain drive sprockets and excessive chain stretch
h) deterioration of controllers, master switches, contacts, limit devices,
and push-button stations.
i) excessive wear of drive tires
j) excessive wear or deformation of the lower load-carrying flange of all
track sections in the system.
k) illegibility of function labels.
5.  Dated inspection reports of critical items shall be maintained and
available to
appointed personnel.
B & W Welding, Inc. was previously cited for a violation of this
Occupational Safety and
Health standard which was contained in OSHA Inspection Number 303457881,
citation
number 1, item number 1, issued on June 26, 2000.
