OSHA opens inspections for many reasons: routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
Two narrow width coils, measuring 10 inches wide by 60 inches high, and
11 1/2 inches wide
by 62 1/2 inches high, were not secured to prevent them from being knocked
over by forklift
trucks, or other means.
Among other methods, the following are feasible and acceptable methods to
minimize the storage
hazard of narrow width coils:
1. Develop written safe securement procedures for metal coils that can be
tipped over when
placed with the "eye to the side." The procedures shall include the use of
coil cradles.
2. Train all affected employees; e.g., material handlers, on the
requirements set forth in the
procedures and related safety precautions.
3. Enforce the use of the procedures..
