Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Employees working with, and / or in the vicinity of, cranes or hoists in the shop and yard areas were exposed to the hazard of being struck by falling chain slings, or to electrical or other hazards related to the use of cranes or hoists that were not maintained in a safe operating condition. Cranes and hoists including the following remained in service with unsafe conditions. A. Crane #6 remained in service with an illegibly labled pendant control station, and a missing load hook safety latch. B. Crane #25 remained in service with a missing load hook safety latch. C. Crane #27 remained in service with a missing load hook safety latch, and a cut / abraided spot in it's pendant control cord. D. Crane #30 remained in service with a missing load hook safety latch. E. Crane #31 remained in service with a missing load hook safety latch. Amoung others, one feasible and acceptable method to correct this hazard would be to implement a program of crane and hoist inspection and maintenance that complies with ANSI B30. 11, the Anerican National Standard for Monorail Systems and Underhung Cranes, and / or ANSI B30.16 the American National Standard for Underhung Hoists, and to repair or remove from service cranes and hoists with defects noted during the inspections. Mound Steel Corporation was previously cited for a violation of this Occupational Safety and Health standard or its equivalent, which was contained in OSHA inspection number 306449109, Citation Number 1, Item Number 1, issued on 05/01/2003, with respect to a workplace located at 25 Mound Park Drive, Springboro Oh.
