29 CFR 1960.8(b):  The agency shall comply with the Occupational Safety
and Health
Administration standards applicable to the agency:
(a)  Accumulations of flammable and combustible waste materials were not
controlled
so that they do not contribute to a fire emergency.  The employees were
exposed to the
hazard of fire.  Excess accumulations of cardboard boxes were noted on the
fourth floor
technical operations equipment room of the air traffic control tower.
Reference:
1) 29 CFR 1910.176(c): Storage areas shall be kept free from accumulation
of materials
that constitute hazards from tripping, fire, explosion, or pest harborage.
2) The Alternate Standard for Fire Safety in Airport Traffic Control
Towers, paragraph
1.3, states "The FAA shall control accumulations of flammable and
combustible waste
materials and residues so that they do not contribute to a fire emergency.
The
housekeeping procedures shall be included in the written fire protection
plan.

Administration standards applicable to the agency:
(a) The fire extinguisher on the second floor of the air traffic control
tower had not had
an annual maintenance check since July of 2003.
(b) The fire extinguisher on the first floor Environmental Room of the air
traffic control
tower had not had an annual maintenance check since May of 2001.
(c) The fire extinguisher in the cab of the air traffic control tower did
not have a tag
showing the last annual maintenance check.
(d) The Dry Chemical ABC portable fire extinguishers in the air traffic
control
tower had
not been hydrostatically tested at the intervals established in Table L-1
of 29 CFR
1910.157.
Reference:
1) 29 CFR 1910.157(e)(3): Stored pressure extinguishers do not require an
internal
examination.  The employer shall record the annual maintenance date and
retain this
record for one year after the last entry or the life of the shell,
whichever is less.  The
record shall be available to the Assistant Secretary upon request.
2) 29 CFR 1910.157(f)(2): The employer shall assure that portable
extinguishers are
hydrostatically tested at the intervals listed in Table L-1 of this
section.

extinguisher.  At a minimum, the training must cover the fire hazards of

and processes to which employees are exposed.

(a) Hazard of employees suffering electrical shock when accessing the
electrical cabinet.
The electrical cabinet in the technical operations room on the fourth
floor was blocked
with storage.
(b) The electrical cabinet in the first floor environmental center was
blocked
with large
boxes containing florescent fixtures.
Reference: 29 CFR 1910.303(g)(1): Sufficient access and working space
shall be provided and
maintained about all electrical equipment to permit ready and safe
operation and maintenance
of such equipment.
