Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm in
that; employees using
portable gasoline powered cut off/chop saws were exposed to struck by
and/or laceration
hazards from saw kickbacks while cutting inadequately supported materials:
(a)Roadway and excavation construction site located at the intersection of
Harmony Street & 9th Street (Highway 53 project) in Osseo, WI; On
08/26/2010, the employer did not ensure that existing water main lines were
adequately supported to prevent saw kickbacks during cutting activities. An
employee was injured from a saw kickback while using a STIHL TS400 cut
off/chop saw equipped with a 14 inch abrasive blade to cut existing water
main
lines.
AMONG OTHER METHODS, FEASIBLE AND ACCEPTABLE MEANS OF HAZARD
ABATEMENT include:
*Develop and implement a comprehensive training program which and
specifically addresses appropriate means of supporting materials based on
the
type of work activities being performed and/or material being cut.
*Follow recommendations from STIHL's Cut-off-Machine Safety Manual and
STIHL's TS400 Cutquik Owners Manual, which both identify that materials
being cut must be fully supported in such a way that the cut will remain
open
during the cutting process and upon completion of the cut.
Abatement certification and documentation are required for this item.
