Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the conditions listed below: On 07/11/11, and times prior to, on Nabors Drilling Rig #141, employees were working on the rig floor which did not have the tongs attached to the proper locations. This condition exposed employees to struck by hazards. An employee was struck by the tong resulting in his leg being amputated. API RP 54, section 6.3.2 states, "Well operations involving the rig shall not be commenced until the rig is rigged up in a safe manner". A feasible abatement method would be to ensure the rig is properly rigged, ie. ensure tongs are properly attached to their proper place before commencing drilling operations.
