Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to cotton or paper dust explosion, deflagration, or other fire
hazards:
(a)The baghouse dust collector, located outside the building, had no
explosion
protection.
(b)There were no isolation devices between the baghouse dust collector,
the cyclone,
and the hammermill to prevent deflagration propagation between these
pieces of
equipment.
(c)There was no isolation device between the baghouse dust collector and
the
building to prevent deflagration propagation from the baghouse dust
collector
back into the work area.
(d)In the boom assembly area, along the West wall, the Pneumafil automatic
panel
filter dust collector was located inside the building and had no explosion
protection.
(e)There was no isolation device between the Pneumafil automatic panel
filter dust
collector and the work area to prevent deflagration propagation from the
panel
filter back into the work area.
(f)There was no means to prevent foreign material from entering the dust
collection
systems.
Feasible abatement methods include complying with NFPA 654 Standard for the
Prevention of Fire and Dust Explosions from the Manufacturing, Processing,
and
Handling of Combustible Particulate Solids, such as but not limited to:
(1) installing
deflagration vents on both the bag house dust collector and the Pneumafil
automatic
panel
filter dust collector, (2) installing deflagration isolation devices such
as fast acting valve
systems, and (3) installing permanent magnetic separators to remove tramp
metal from
the process stream.
Certification, and documentation/evidence of abatement is required.
Certification of abatement is required by 29 CFR Part 1903 and is to be
submitted within ten (10)
calendar days after the abatement date.ment
