General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which was free from
recognized hazards
which were likely to cause death or serious physical harm, in that
employees were exposed
to struck by hazards from potential wire rope breaking while being used to
move rail cars:
a) On or about September 13, 2010 and at times prior, employees were
exposed to injury
while operating the east and west rail pullers to move rail cars in that,
the wire rope had
several broken wires.
Among other methods, one feasible and acceptable method to correct this
hazard would be to
develop an wire rope inspection program in accordance with the
manufacturer's
recommendations. Ensure all ropes that fail the inspection criteria are
replaced immediately.
Abatement Note:  Abatement certification and documentation is required for
this
item
(see enclosed "Sample Abatement-Certification Letter").
