Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by lightning: a) Hangar 7 - On or about August 12, 2010, Air Craft Mechanics were ordered to "walk the wing" (tow an aircraft) into a the hangar after the 89 MXG/CC (Andrews Air Force Base) had issued a warning of lightning within five miles which requires that all flight line aircraft maintenance operations be curtailed and for personnel to seek shelter. Among other methods, one feasible and acceptable abatement methods to correct this hazard is to use the procedures that Andrews Air Force Base 11 WG/SE base safety has in place to address weather support procedures and/or the 89 MXG OI 21-07 (Andrew's Wing Safety For Dyncorp) which does the same. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a struck by hazard: a) Hangar 7 - On or about April 23, 2010, Aircraft Mechanics were observed conducting maintenance work on aircraft and the 6 feet by 1 feet metal heat shield disengaged and fell approximately 30 feet to 60 feet from the ceiling when the hangar doors opened and increased wind velocity on the shield caused it to fall exposing the workers to a struck by hazard. This hazard was reasonably foreseeable in that it was recognized by the employer representatives and common sense. Among other methods, one feasible and acceptable abatement methods to correct this hazard is to enforce the procedures discussed during the closing conference which are to call in a work ticket and have the heat shields repaired if they are observed loose. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a biological hazard: a) Hangar 7 - On or about April 23, 2010, Aircraft mechanics were observed mopping up large amounts of pigeon excrements from their work floors, aircraft and working on aircraft with dead birds laying in the netting above exposing them to infectious diseases of the respiratory tract. Among other methods, One feasible and acceptable abatement method to correct this hazard is to develop and implement an effective birds control and displacement program. Conduct adequate training related to the ongoing bird infestation problems. Training should include information on the hazards associated with cleaning up bird excrements and handling articles where the potentially hazardous debris/dust is likely to exist.
