Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm including severe burns, to employees in
that employees were exposed dust
explosion, deflagration, or other fire hazards from dust collectors being
located inside a building.
At the time of the inspection, dust in the Green Mill was found to be
explosive and employees were
exposed to an explosion hazard. Dust collectors handled explosive dust
mixtures were not located outside of
the Green Mill. Among other methods, one feasible and acceptable abatement
method is to comply with NFPA
654.The employer did not comply with NFPA 654 Section 7.13.1.1.1. which
requires dust collectors where
there is an explosion hazard to be located outside of buildings or have
alternative protection as listed in
sections 7.13.1.1.2(1), or (2), or (3).

venting.
At the time of the inspection, Bucket elevators in the Green Mill were
found to be handling
dust that was explosive without deflagration venting.  Among other
methods, one feasible and acceptable
abatement method  would be to comply with NFPA 654. Bucket elevators
handling dust in the Green Mill did
not have deflagration venting as required by NFPA 654 Section 7.10.1.1. or
as an alternative protection as
required by Section 7.1.2.1(1), (3), (4), (5), (6), or 7.1.4.2(5).

At the time of the inspection, housekeeping in the Green Mill did not
minimize accumulations of
explosive dust on walls, floors, and horizontal surfaces such as
equipment, ducts, pipes, hoods, ledges, and
beams. Among other methods, one feasible and acceptable abatement method
is to comply with NFPA 654
Section 8.2.1.2. implement regular cleaning frequencies to minimize
